The meeting was held at the Mountain View Diner, near Bellefonte, PA.

The meeting was conducted largely through videoconferencing.

• Meeting called to order at 9:15pm.

• The meeting was called to order at 4:13pm.
• Minutes from the previous Board meeting were presented and approved with corrections.
• Edinboro volunteered for the 2014 conference. IUP took the 2015 conference, and AWest Chester agreed to 2016.
• Attendance: it was reported that Cheney no longer has a computer science department. Mansfield should continue to be invited. [Dave McKee was listed as attending for Mansfield in the January 2009 minutes. --secretary]
• The Treasurer's report showed a balance of $8565.48. The report was approved and accepted on voice vote.

  Discussion: the balance has kept increasing, and seems excessive. Some balance should be maintained to "guarantee" conference costs. David Hutchens moved that "the Executive Board contribute $10 per attending student" to decrease student fees; the motion passed without dissent.

• A motion was approved to schedule the January meeting for Shippensburg with a videoconference option, at 3pm on January 28, 2011, to avoid the first week of classes.
• Afrand Agah reported on the expenses for the WCU conference. It showed revenue of $443, perhaps because refreshments were contributed.
• 2011 conference at Shippensburg:
  • Tentative schedule is April 8&9, splitting the difference between Spring Break and Easter.
  • Theme is "Open Source Computing the Computer Science Curriculum".
  • Timeline:
    CFP to go out in November; submissions due February 18; acceptances returned March 4; revisions due back March 21.
• Conference Journal/Proceedings --- Editorial Board:
  • Dave Mooney will chair the board, and represent the host school. David Hutchens and Joe Cannon will also serve.
  • Last time, no "best paper" was selected from the student submissions. More student participation needs to be encouraged.
  • Papers reviewer ratings will be used to select a "best paper".
• The website was reported to be not working. SRU has changed the web server, and the site hadn't been rebuilt yet.
  • Raj suggested that SRU hire a student to help with a website redesign.
  • A motion was made to "authorize up to $500 reimbursement to SRU for student assistance" with the website.
• Afrand distributed brochures for the WCU graduate CS program. ESU noted that they also have a graduate program.
